The Civil Society Legislative Advocacy Centre (CISLAC) is by this means calling for submission of quotations from suitably qualified Producers and Radio Stations for the production and airing of a radio jingle.

CISLAC is a non- governmental, non- profit legislative advocacy, information sharing and research organization and was integrated as a corporate body with Nigeria’s Corporate Affairs Commission (CAC) in 2006. CISLAC’s areas of focus include; budget monitoring, transparency, accountability, anti-corruption, human rights (gender equality, educational equity and improvements, sexuality and reproductive health, children and other vulnerable groups.

In 2015, Nigeria enacted the National Tobacco Control Act (NTAct 2015) and in 2019, a National Tobacco Control Regulation was adopted by the National Assembly. The NTCA 2015 made provisions for active promotion and strengthening of public awareness on the health consequences, addictive-nature and mortal threat posed by tobacco or tobacco products, their uses and exposure to tobacco or tobacco products through smoking, growing and handling of tobacco through a comprehensive education and information campaign organized through Ministries, Departments and Agencies of government in collaboration with civil society organization. To this end and under the CISLAC Tobacco Control project, supported by the Africa Capacity Building Foundation (ACBF), this call for submission for quotations is being made. The overall objective of the project is to contribute to reducing tobacco consumption in Nigeria enhancing the National Tobacco Control Act enforcement in Nigeria.


Scope of the Call

With a view towards increasing awareness on the existence and provisions of the National Tobacco Control Act, 2015 and to sensitizing citizens to understand the negative effects of tobacco consumption, we are working towards producing a radio jingle to be aired on a radio station with wide coverage so as to reach a large population of Nigerians.


Specific Objective:

This call is for the purpose of producing and airing a one-minute jingle on Tobacco Control as a tool to increase awareness of the general public on Tobacco Control laws in Nigeria. Therefore, the following categories can apply:

Category A:

Quotations from credible and qualified producers who are interested in working with us to produce a sixty (60) second radio jingle in English which will also be translated into Pidgin.

Category B:

Quotations from credible radio stations who are interested in airing the jingle on their station.



The selected Producer shall:

  1. Produce a sixty (60) second radio jingle in English based on the information given by the Tobacco Control Unit of CISLAC.
  2. Translate the jingle in Pidgin.
  3. Submit the produced radio jingle to the programme officer on Tobacco Control.


The Selected Radio Station shall:

  1. Submit the list for airing jingles during peak and off peak hours to the Programme Officer
  2. Air the jingle at the time selected and agreed upon by CISLAC and the Radio Station.


Selection Criteria

The successful Producer and Radio Station shall, amongst other things, possess the under-listed credentials

  1. Credibility, vast knowledge and experience in the above-mentioned task.
  2. The Radio station must have wide coverage across most states of the federation.

The Producer should be based in Abuja and the Radio Station should have its head office in Abuja or at least an office in Abuja for ease of interaction.


Application Procedure

Interested parties are by this Call requested to submit their quotations by Close of Business (CoB) on Wednesday, 16th of October 2019. The quotation should be on a letterhead with contact address, email address and phone number and should be sent to and copy;, with the subject “CATEGORY A” for Producers, and “CATEGORY B” for Radio Stations.
