Request for Expression of Interest (EoI) for the production of fact sheets on supporting Beneficial Ownership in Nigeria, under the project Supporting Beneficial Ownership in Nigeria, supported by Transparency International.
Supporting Beneficial Ownership is a project that seeks to support the realization of commitments made by Nigeria, Ghana and Kenya at the London Anti-Corruption Summit in May 2016 on establishing public beneficial ownership registers. This project is being implemented by Transparency International Chapters in the three countries, supported by Transparency International (TI) with funds from The Department for International Development (DFID).
The project is meant to engage relevant stakeholders across civil society, government, private sector and law enforcement to collaborate and progress plans on how to collect, share and use beneficial ownership information to tackle corruption in Nigeria. Civil Society Legislative Advocacy Centre (CISLAC), the National Contact of Transparency International in Nigeria is the implementing partner for this project in Nigeria.
CISLA,C with support from Transparency International, is implementing a project which aims to increase awareness among CSOs and the public on the issues of Beneficial Ownership; advocate for the inclusion of beneficial ownership components in relevant Government Ministries, Departments and Agencies (MDAs) processes and private sector to increase transparency in governance.
As part of its commitments in the project implementation, CISLAC is currently seeking the services of two (2) consultants to work in three (3) capacities during the implementation period.
Scope of Work
The consultants will adopt the major strategies required to fulfil the requirements for this project. CISLAC as an implementing partner like two other organizations across Ghana and Kenya, strategies being adopted include awareness creation, capacity development and double checking of research findings. In view of this, the three (3) broad scope of the consultancy services required are as follows:
1. Development of factsheets to be used for awareness creation, capacity development sessions and advocacy engagements.
2. Double checking Research findings of Transparency International assessment of Nigeria Beneficial Ownership legal framework.
3. Serve as resource person for three (3) activities over a period of nine (9) months:
i. CSO Capacity development session,
ii. Multi stakeholder Dialogue, and
iii. Dissemination of Research findings.
CISLAC on behalf of TI is seeking to engage the two successful Consultants to produce factsheet on Beneficial Ownership; Double check research findings on Nigeria Beneficial Ownership framework and serve as resource persons in activities within Abuja, Nigeria.
Objectives of the Call
This Call aims to recruit two (2) suitable Consultants for the purpose of producing a factsheet on Beneficial Ownership; Double checking research findings on Nigeria Beneficial Ownership framework and serving as resource persons in activities within Abuja, Nigeria. The successful Consultants should possess apposite research skills and vast working knowledge of the concept of beneficial ownership across major sectors of the Nigerian Economy and an appreciable knowledge of beneficial ownership processes and procedures in other countries.
The successful Consultants will amongst other things:
a. Conduct a desk research on facts about Beneficial Ownership, showing the relationship between companies’ Beneficial Owners secrecy, the fight against Corruption and National development.
b. Produce an outline of the fact sheet content.
c. Develop capacity development modules for CSOs understanding of Beneficial Ownership and practical application the subject matter in advocacy engagements of CSOs areas of work.
d. Develop a strategy document for Multi stakeholder engagement (Government, CSOs, Media, Law enforcement agencies and the private sector) on increasing awareness and creating Beneficial Owners registers.
e. Anchor dissemination workshop to launch outcome of TI assessment of Nigeria’s Beneficial Ownership
The successful individuals must:
· Have adequate knowledge of Beneficial Ownership Global, Continental, Regional and National Context of development in major sectors of the economy (Extractives; Public Procurement; Contract transparency; Tax issues; Company and Allied Maters Act etc.).
· Be knowledgeable and demonstrate involvement in desk and primary research and analysis.
· Have a history of anchoring training and capacity development sessions in the area of Resource Governance and or public finance management
