Expression of Interest (EoI) for the Development of Policy Brief on Improved Legislative Oversight on Accountability in Public Sector Operations.
The Civil Society Legislative Advocacy Centre (CISLAC), as National Contact of Transparency International in Nigeria is requesting expression of intrest from intrested consultant to develop a policy brief on Improved Legislative Oversight on Accountability in Public Sector Operations. The consultancy is within the project “Strengthening Legislative Accountability and Anti-Corruption Mechanisms” (SLAAM) in Nigeria with financial support from MacArthur Foundation. The aim is to create better understanding of what is required of National Assembly on oversight and how citizens are abreast of the work the legislative arm is doing to enable it build citizens’ confidence in the oversight role of the legislature.
As part of its commitments in the project implementation, CISLAC is currently seeking the services of a consultant to conduct a desk review on the above subject matter.
Nature of Work:
The consultant will reflect technical expertise to facilitate a knowledge product that generates issues for advocacy on Improved Legislative Oversight on Accountability in Public Sector Operations. This content design will draw out key issues that will be published for purpose of policy engagement at state and national levels to interrogate stakeholders and actors in the governance space. This is all geared towards CISLAC’s objectives to address certain gaps in the project to promote legislative actions on corruption investigations in order to improve accountability and anti-corruption in Nigeria’s public sector.
This phase of intervention is making an attempt to address structural challenges to ensure that contemporary legislative oversight in Nigeria particularly at the state and national level is salvaged from further stop gap measures. Strengthening legislative credibility and transparency with data analysis and available resources: knowledge product that will increase confidence of citizenry in the policy regime.
Scope of Work
The Consultant shall work with CISLAC’s Programme Manager Democratic Governance to achieve the underlined scope of work.
- Background to fundamental challenges in the opacity within the oversight function of the legislative arm.
- The role of Public Accounts Committee and Office of the Auditor General’s Office in plugging leakages
- The reforms needed at vertical and horizontal levels
- The character, nature and status of parliament and oversight functions
- Recommendation on State – non state actors on sustainable solution and participation.
- Prepare infographics and data relevant for illustration of the (lack) of oversight processes;
- Include at least three case studies to illustrate the failure of legislative oversight in Accountability and Public Sector Operations
- Prepare and deliver a policy brief on Improved Legislative Oversight on Accountability in Public Sector Operations
With content for a knowledge product to review on poor legislative oversight on the implementation of appropriated funds, especially to social sector, which discourages transparency, accountability and judicious utilization of the funds; adoption of some specific legislation that promote transparency and accountability in all ramifications; translation of existing pro-poor and accountability policies into legislation to enhance sustainability and good governance; opening the legislature for Civil Society involvement, participation and contribution in legislative activities as well as constructive legislature-executive-CSOs working relations to promote transparency and accountability in governance.
CISLAC on behalf of MacArthur Foundation is seeking to engage the successful consultant to produce policy brief on the above subject matter.
The successful individuals must:
Have adequate knowledge of Anti-corruption and understand the process of oversight function of the National Assembly.
Be knowledgeable and demonstrate involvement in desk and primary research and analysis
Submit as part of the application previous products similar in scope and purpose to this assignment.
