Influencing State and Federal Budget Processes for Improved Nutrition Budget Allocation, Release and Accountability in Northern Nigeria

Overview

The project is a partnership arrangement between UNICEF and the Civil Society Legislative and Advocacy Centre (CISLAC) to influence the state and federal budgeting cycle/process and appropriation Act for timely release and proper utilization of funds for nutrition by state governments and other relevant MDAs at the federal level and also engage other influencers and the legislature for their oversight responsibility to legislate and influence policy to scale up nutrition in Nigeria.

Main Objectives:

  • To advocate to state governments on timely release of States funds for nutrition.
  • To increase domestic investment for the scale-up of CMAM at target states.
  • To increase budget line for nutrition across target states.
  • To increase civil society and media capacity on budget tracking and reporting.
  • To increase nutrition awareness among health professionals and MDAs and
  • To increase awareness of prevailing budgetary allocation to nutrition within the target states.

Project Activities:

  • Training of CSOs on Budget tracking across the focal states.
  • Training of Media in Abuja on budget tracking.
  • Advocacy visit to the relevant Directors at the relevant States MDAs to seek for their buy-in to make nutrition a priority in the state.
  • Advocacy Visit to the executive Governors of the 11 states.
  • Advocacy visit to the Wives of the 11 state governors.

Expected Results

  • Timely release of States funds for nutrition.
  • Increased domestic investment for the scale-up of CMAM at target states.
  • Increased budget line for nutrition across target states.
  • Increased civil society and media capacity on budget tracking and reporting.
  • Increased nutrition awareness among health professionals and MDAs.
  • Increased awareness of prevailing budgetary allocation to nutrition within the target states.

Expected Output:

  • 11 State governors sensitized to include nutrition in the budget appropriate Act for 2016/17 (Advocacy visits to eleven (11) states governors).
  • 11 State governors sensitized to include nutrition in the budget appropriate Act for 2016/17 (Advocacy visits to eleven (11) states governors).
  • Governors’ wives engaged in regular round table discussion  on issues around fiscal space for nutrition budget at state level(Conduct regular round table discussion for first ladies of target states).
  • Awareness created on nutrition and budgeting-for- nutrition among state Budget and Planning commissions prior to the annual budget preparation (Advocacy visits to all state planning commissions for awareness creation on budgetary increment to nutrition).
  • Training conducted (budget creation, timely release and utilization) for relevant nutrition-sensitive MDAs across the states prior to 2017 budget preparation (May-July 2016) on nutrition budgeting.
  • Capacity on budget analysis and tracking strengthened for CSOs and media.
  • System in place for systematic nutrition budget tracking.
  • Executive-Legislative-CSOs-Media roundtable on budgeting for nutrition held at the federal and state levels around the time of budget hearing at House Assembles.
  • Federal and state level legislature and nutrition champions engaged to influence the four main budget processes at federal and state levels (preparation, review, approval and implementation), and including advocacy for establishment of “committees on nutrition.
  • CSOs and Media engaged in continuous budget tracking in 11 target states and at federal level and as well reporting on the state of budget release on nutrition.
  • Publication and dissemination of lessons learnt regularly carried out.
