Call for Researcher
Title of Activity – Assessment of Military Corruption in the Niger-Delta, Nigeria.
Transparency International – Defence and Security is seeking a researcher to conduct research on corruption risks for military personnel operating in the Niger Delta Region in Nigeria. This research will look at the involvement of military personnel in corruption while on mission in the Region. Specifically, it would look at the role played by military personnel in oil theft, oil bunkering; vessel diversion; illegal mining; kidnapping and other vices in the Niger Delta.
The research should include an initial review of assessment frameworks and scope for data collection; research into exiting military records and media resources; and interviews which should be coordinated and conducted by the researchers. The research should conclude with a report detailing the corruption risks identified and the involvement of military personnel, including relevant case studies, and a short summary of recommendations for the stakeholders including Nigeria Government Institutions (Federal and State); Oil Companies; Civil Society Organizations and Media.
Corruption threatens international security; it can destroy the legitimacy and effectiveness of governments and the defence and security sector, hinder economic development, and provide a powerful call to arms for violent extremist movements. It can also dramatically impair the effectiveness of security operations and peacekeeping missions.
In Nigeria, the oil-rich Niger Delta has been the mainstay of the economy yet the regions have been neglected by central government, who have failed to provide basic amenities for citizens who are exposed to serious environmental challenges. As a result of these, the region has become tarnished with series of organized crime activities, including kidnapping, vessels diversion, illegal mining, oil bunkering and pipeline vandalism. The efforts of the government to combat these vices in the region have not yet yielded fully positive results, and there are allegations of links between organised crime and the state authorities.
In order to effectively support efforts to reduce corruption risk in the Nigerian defence establishment, a deeper understanding of the weaknesses of oversight mechanisms and anti-corruption systems within the military is necessary, so we can provide defence institutions with appropriate and effective recommendations to improve their anti-corruption efforts.
The researcher will be expected to complete an assessment of corruption risks for Nigerian troops operating in the Niger Delta, highlight cases and their impact on the peace, security and livelihood of citizens in the Niger Delta, and to develop initial policy recommendations for how to resolve this challenge.
Research Methodology and Desired Output
The methodology will include an initial review phase, wherein the researcher is expected to draw upon their understanding of Niger/Delta region and the challenges in the zone in order to identify the main corruption risks that have been covered in existing literature. Subsequently, the assessment should include desk research into existing military corruption in the delta, which may include consultations with Ministry of Defence, Relevant Committees at the National and State Assemblies; Nigeria Human Rights Commissions; and other relevant Defence MDAs, and a review of media and public sources. The researcher is also expected to coordinate interviews with relevant stakeholders including experts, government officials across relevant MDAs, citizens (including women and people with disabilities), oil companies, etc.; the researcher will select appropriate interviewees and agree on the list with TI-DS, design the questions for each interview, and transcribe the answers for subsequent analysis.
The desired output of this project includes:
- A report setting out the corruption risks that the military operating in the Niger Delta may come across and whether there are institutional mechanisms in place to address these risks;
- Where possible, case studies demonstrating military involvement in corruption in the region highlighting negative impact on military image and jeopardizing peace and security;
- A short summary of recommendations for the Nigeria government; oil companies; CSOs; and defence institutions.
- Excellent understanding of the Niger Delta region and its security challenges
- Proven expertise in designing and implementing research projects to a high standard
- Experience carrying out similar projects in the region
- Native-level fluency in English
- Excellent analytical and drafting skills
- Willingness to travel and ability to travel to the within the Niger Delta States
- Proven understanding of corruption within the military system
Remuneration and time involved
The time line for the research is foreseen to take 25 days, with final delivery of outputs in April. The researcher can work from their preferred location and will be responsible for their own working days and time, but must commit to regular communication and will be responsible for delivering all phases of research to deadlines agreed with TI-DS.
Remuneration will be a total of £3,000, and will be paid as follows:
20% on delivery of final research plan and scope rationale
30% on completion of data collection and analysis
50% on delivery of final report to satisfactory standard
TI-DS will also reimburse travel expenses and other reasonable expenditures incurred in the process of carrying out the research, provided they have been pre-approved by TI-DS, and that they comply with the TI-DS Consultant Guidelines.
The research will be overseen by a TI-DS project manager, with regular progress reports. The researcher will also need to interact with peer reviewers appointed for the study, and to incorporate comments and suggestions made by the peer reviewer if required.
