TITLE: Request for consultant to develop a draft cohesive human rights due diligence legislation which would be incorporated within the framework of the current National Action Plan for Business and Human Rights.

 

Introduction

The Civil Society Legislative Advocacy Centre (CISLAC), as the National Chapter for Transparency International requests the services of a consultant to develop a draft cohesive human rights due diligence legislation which would be incorporated within the framework of the current National Action Plan for Business and Human Rights. The consultant is to work in collaboration with CISLAC staff in this regard.

The consultancy is within a project being implemented to stimulate promotion of human rights agenda in Nigeria’s business sector through the collaborative platform of the standing National Roundtable on Business and Human Rights (NBH2R) and the promotion of a National Action Plan for Business and Human Rights (NAP) for Nigeria as a fundamental element in government agenda and business strategies, supported by the Open Society Foundation through Global Rights.

 

Scope of Work

The consultant will run with the research documents available such as the National Action Plan for Business and Human Right, United Nations Guiding Principles on Business and Human Rights as well as other vital documents as he/ she deems fit to articulate the contents of the research in a coherent structure to serve the intended purpose of being used as a tool for advocacy through the engagement of relevant stakeholders.

The consultant will reflect technical expertise to facilitate a viable document that generates issues for advocacy. The work of the consultant will be to us his/ her knowledge of the law and human rights issues to draft a human rights due diligence legislation with a view of it being used to engage stakeholders.

The document will draw out key issues for advocacy with concerned stakeholders and incorporated within the framework of the current National Action Plan for Business and Human Rights. This is all geared towards CISLAC’s objectives to stimulate promotion of human rights agenda in Nigeria’s business sector through the collaborative platform of the standing National Roundtable on Business and Human Rights (NBH2R) and the National Action Plan on Business and Human Rights( NAP).

 

Methodology:

The consultant shall work with CISLAC’s officer in charge of this project and her team to achieve the underlined scope of the work.

 

Expected Deliverables

  • Develop a draft cohesive human rights due diligence legislation which may be incorporated within the framework of the current National Action Plan on business and human rights.
  • Submit to CISLAC for review, comments and approval.
  • Share a soft and hard copy of the document.
  • Prepare a power point presentation to be used for presentation of the work.

 

Eligibility Criteria

The successful consultant will amongst other things,

  1. Be a lawyer and possess a minimum of ten (10) years post call to the bar experience.
  2. Possess a Master Degree
  3. Possess a minimum of six years (6) experience/ track record of working in civil society and also in the area of human rights.

 

Application procedure

Interested candidates are by this call requested to submit in a single mail with the subject as “EXPRESSION OF INTEREST (EOI) – COHESIVE HUMAN RIGHTS DUE DILIGENCE LEGISLATION” not later than 26th November, 2019. The EoI shall include:

  1. Cover letter stating the relevant qualification desirable for award of the consultancy.
  2. Financial offer for the advertised work.

Selection Criteria

All applications received will be reviewed by a panel with a final selection being based on principles of objectivity, impartiality and neutrality.
